MedStar Health is using fast-track design to help catalyze a new model of behavioral health, using the reduction of barriers, small house concepts and interior design strategies to create positive environments where patients are positively impacted. Renovations to the existing system facilities include:
- Inpatient Units: Expanded units for both voluntary and involuntary patients, as well as an inpatient detoxification units.
- ED Crisis Units: Crisis intervention units designed for maximum patient and staff safety with compassionate and timely clinical care.
- Day Programs: Partial hospitalization programs (PHP), as well as intensive outpatient programs (IOP) for patients are critical components.
- OP Services: A complete range including psychotherapy and counseling; individual and group therapy; psychiatric evaluation and chronic disease management; integrated transitional services with the partial hospitalization program; community outreach program offerings; substance use disorder counseling and rehabilitation.

Jill Johnson serves as the vice president of Operations for MedStar Harbor Hospital, a member of MedStar Health, the largest healthcare provider in Maryland and the Washington, D.C., region. In this role, she is a key architect of strategies that define the hospital’s growth and drive its journey from good to great. She oversees Clinical Engineering, Clinical Laboratory, Emergency Preparedness, Environmental Services, Facility Services, Food Services, Imaging, Physician Enterprise, Protective Services and Safety. Johnson additionally serves as MedStar’s regional vice president for Behavioral Health—a service line dedicated to providing critical patient populations with a range of professional care for behavioral and mental health issues, as well as addiction treatment services.
Kevin Haggerty has been a Senior Project Manager for CBRE and Contractual Director at Medstar Washington Hospital Center for the past three years he has previously held similar positions with Adventist Healthcare and Kaiser Permanente, prior to that he worked at Clark Construction. Kevin holds a BS in Mechanical Engineering Washington University in St. Louis and an MBA from the University Of Maryland Smith School Of Business. He also holds certifications as a certified healthcare constructor and LEED Accredited professional. He has extensive experience in healthcare planning design and construction and has a passion for solving complex problems through utilization and creation of tools to support and provide clarity and direction – supplying the information to leaders to empower them to make decisions that advance their organizations.
