After almost fifteen years of incremental healthcare reform legislation, reimbursement practices are beginning to shift from volume-based, fee-for-service payments to payments based on the quality of care received by patients. During this presentation, Eileen and Lynn will provide an overview of the design team implications for the Patient Protection and Affordable Care Act (ACA) three pay-for-performance programs, including the Hospital Readmissions Reduction , Hospital Value-based Purchasing, which includes Hospital Consumer Assessment of the Healthcare Providers and Systems (HCAHPS) survey, and the Hospital-Acquired Conditions Reduction Program. The speakers will describe how architects, designers and facility managers have an important role in contributing to solutions that help owners achieve targeted outcomes.  

Participants will learn about how design features in the built environment shape healthcare outcomes tied to reimbursement. Implications for facility design, maintenance, material selection, based on research, standards and best practice evidence, will be shared including examples from published literature and The Center’s Pebble Partners. Participants will be oriented to The Center’s resources, such as  the Knowledge Repository, the Clinic Design website, the safety risk assessment toolkit, the interactive patient room design tool and tools to guide selections in specific areas such as furniture and flooring. A framework will be provided so that teams can incorporate this knowledge in their daily work and facility life-cycle decision making in order to reduce HACs like healthcare-associated infections, patient falls and medication errors. ACA enactment represents a singular opportunity for architects, designers facility managers and solution providers to demonstrate their value as trusted advisors in the role of the built environment to improve outcomes linked to reimbursement.

Eileen Malone, RN, MSN, MS, EDAC
Senior Partner
Mercury Healthcare Consulting

Eileen Malone, Senior Partner for Mercury Healthcare Consulting, supports clients embracing evidence-based design in health facility projects as a means to improve healthcare outcomes. In 2004, Eileen retired from the U.S. Army, having held a variety of key leadership positions including hospital commander (CEO), Army Medical Department CIO, and Congressional Affairs Officer. She holds graduate degrees from Duke University and the National Defense University. Eileen received the Changemaker Award from The Center for Health Design in 2009 and served as co-chair of The Center’s Research Coalition. She was a member of the Facility Guideline Institute’s Board of Directors and 2014 Healthcare Guidelines Revision Committee. Eileen served on the Secretary of Defense’s Independent Review Panel on Military Medical Construction Standards from 2014-2015, which provided detailed recommendations for the Department and Congress in two reports.

Now semi-retired and a botanical artist, Eileen’s painting the Virginia Strawberry is being shown in the exhibition, Tradescant’s Orchard: A Celebration of Botanical Art at the Garden Museum in London, England. Her works have been shown at the United States Botanical Garden in Washington, D.C., Monticello’s Jefferson Library; The Delaware Museum; and other galleries. Eileen is the President of the Board of Botanical Artists for Education & the Environment and is a member of the American Society of Botanical Artists. 

Randy Carter
Vice President for Partnership Development

Randy's expertise in developing and building partnerships along with his passion for communicating industry issues is key in his role here at The Center where he works with industry partners to develop events, programs and education designed to keep the community inspired and informed. 

Previously, Randy was a senior vice president, at Planetree. As a highly regarded speaker, facilitator, author and consultant, Randy has, for more than twenty years, inspired healthcare organizations nationally and internationally to make fundamental change in their belief systems thereby transforming the way patient-centered care is defined and delivered through healing environments, service and leadership, and enhancing the patient, family and employee experience.

Randy has contributed to numerous mainstream publications, health care periodicals, and the promotion of patient-centered care in the media. In a landmark Bill Moyers’ public broadcasting documentary series “Healing and the Mind”, Randy was recognized as a member of the groundbreaking team responsible for bringing to life the first system-wide Planetree implementation. Carter contributed to the books “Putting Patients First”(Jossey-Bass Publishing) which won the ACHE Hamilton Book of the Year Award in 2004, “Turned On Organizations” (Harper Business) and the first edition of “The Putting Patients First Field Guide: Global Lessons in Designing and Implementing Patient-Centered Care” (Jossey-Bass Publishing) September, 2013. 

 

Lynn Kenney, EDAC, SASHE
Director of Industry Relations
The Center for Health Design

Lynn's expertise in developing partnerships and her ability to lead effective member outreach and education programs are key skills she uses in her position as Director of Industry Relations to add value for both The Center’s members and partners. Working closely with members, Lynn identifies new benefit opportunities and increases the value of the member experience.  She also works to optimize and expand The Center’s partner program.

Prior to joining The Center, Lynn was a senior analyst, advocacy with our partner, the American Society for Healthcare Engineering (ASHE) of the American Hospital Association. In this position, she advocated for members and the industry by monitoring and improving codes and standards, and by offering professional development and credentialing opportunities as well as tools and resources to help members optimize the healthcare physical environment. Lynn also previously served as a health care product manager and product innovation team member at the National Fire Protection Association (NFPA), an international codes and standards development/publishing and training organization focused on the safety of people and property.
